What was not trailed was a seven-page policy paper that was quietly published on the Cabinet Office’s website that lunchtime: Rewiring the state. It promises to be hugely more important than even the income tax pledge: a radical, comprehensive and urgent plan to hardwire devolution into the governance of the country. Two big themes run through the policy paper: economic growth, and the importance of place. There is also much needed recognition about the uneven capacity of existing strategic authorities, and action to address this. The policy paper says: “We agreed that this agenda will be about devolution, not delegation.”
