Authorities in Atlanta have brought charges against a 21-year-old man who allegedly stole a car while a 2-year-old was inside. She also said her 2-year-old daughter was inside the car at the time it was stolen. After the officers found the stolen vehicle, body camera footage showed them ordering the suspect to put his hands up and come out of the vehicle.
