That, of course, rides on the mayor of Battle Creek, Mark Benkhe, and whether or not he was being serious when responding to someone who wasn’t supportive of this idea. The idea comes from a report that was initially introduced by Nikki Lucas, a democrat from Brooklyn, with the idea to promote consumer fairness.
