West Mercia Police said a man allegedly approached a woman in a car park on the western side of the Malvern Hills before stripping naked and masturbating. A spokesperson said the alleged incident took place in the Black Hill Car Park, on the Herefordshire-Worcestershire border off Jubilee Drive, on Sunday, August 2, at 2.30pm. The force said a 32-year-old man was arrested nearby on suspicion of indecent exposure and remains in custody. She is not believed to be involved but may be a key witness, the spokesperson said.
