On that day, Owen had been travelling from Ormskirk along the eastbound carriageway of the M58 toward his then-home in Bolton. In the 30 seconds before he made the call to police, vehicle data showed the car was stationary on the roundabout at the end of the M58. Data showed that Owen did not press the brakes at any point, despite claiming to do so while on the phone to the 999-call operator. “It was clear from our investigations that he was in full control of his vehicle throughout the duration of the incident.
