In correspondence to the local authority dated June 25, DAERA Minister, Andrew Muir wrote: “The disposal of animal carcasses is controlled by the Animal By-Products (Enforcement) Regulations (NI) 2015. “The Animal By-Products Regulation defines an operator as the natural or legal person having animal by-products under their actual control. “My officials investigate incidents of dumped carcasses on agricultural land, however in most cases the carcasses do not contain any identification/tags which would permit follow-up. “The Department will consider all information provided by the general public in respect of the illegal dumping of animal carcasses, and where possible take enforcement action. “Disposal of carcasses found on land owned or controlled by a District Council is the responsibility of that District Council.
