Sarah Smith, who represents Hyndburn, put out the statement calling on Lancashire County Council to fully investigate Blue Ribbon Healthcare Group, which operates across the North West. The Labour politician said that she raised safeguarding concerns in February 2025, under the previous Conservative LCC administration, on behalf of a constituent whose son had been placed into a Blue Ribbon property in Penwortham. “This issue is particularly concerning because I have already raised safeguarding concerns with Lancashire County Council regarding a sensitive issue in a Blue Ribbon property. As a precaution, we are not making any new placements with Blue Ribbon Healthcare while we carry out further checks. Lancashire County Council has confirmed that it currently commissions Blue Ribbon Healthcare to support 11 individuals.
