The interim report of the Pensions Commission contained just a single reference to SIPPs, which prompted this article. Do we really need both SSASs and SIPPs – with two regulatory bodies and different ‘permitted’ investments? The Pensions Commission approach to SIPPs appears to reflect the government’s view that scale brings “better governance and investment strategies, along with lower costs”. It also leads me to pose the question: do we really need both SSASs and SIPPs – with two regulatory bodies and different ‘permitted’ investments? At the same time, why not dispense with SSASs and treat them as SIPPs – or Group SIPPs – all with the same regulatory framework and regulator?
