During their conversation, the man gained the vendor’s trust and later expressed interest in buying a large amount of fish. The suspect then allegedly asked the vendor to accompany him to another location, saying he would settle the payment there. The man later claimed that he did not have enough cash on hand and needed additional money. With no way to immediately contact authorities, the victim later reported the incident to the police and filed a blotter report.
