Watchtower Homes & Construction is preparing to begin construction of a 16-unit infill duplex project at 9-29 W. 28th St. in Swansboro. Consisting of eight pairs of single-family attached homes, the project will rise on a former wooded lot about a block south of Carter Jones Park. Watchtower began plotting the 28th Street project in 2023, filing plans for the by-right development and acquiring the 1.2-acre lot for $285,000. “We’re developing a product, on purpose, that is under the median house sale in Richmond,” Jarreau said. Over in Fulton Hill, Jarreau is also working on a similar-sized detached residential project with frequent collaborator Casey White.
