Emily Ramirez

Emily Ramirez (she/her) is a policy researcher with the Health Care Program at the UC Berkeley Labor Center.
Before joining the Labor Center, Emily served as senior associate for legislative and regulatory policy at the Southern California Association of NonProfit Housing, where she tracked state, local, and federal policy developments, prepared legislative analyses and advocacy materials, and supported coalitions working to expand affordable housing.
Emily has also conducted research on affordable housing finance, housing stability, racial equity, labor standards, and economic mobility.
Across her work, Emily is particularly interested in how wages, benefits, housing costs, and access to health care shape workers’ economic security.
She is drawn to labor research because she believes public policy should reflect the experiences of working people and strengthen their ability to live with stability, dignity, and opportunity.
