When identity becomes fused with institutions, any proposal for reform can feel like an attack on identity itself. Different strands of Naga political thought have long viewed the constitutional status of Nagaland differently. Institutional questions are no longer judged simply by whether they improve governance, but by whether they appear faithful to that ideal. Every meaningful redistribution of authority asks individuals, institutions, and communities to reconsider familiar arrangements and adapt to new responsibilities. Mature societies preserve their identity not by freezing institutions in time, but by ensuring that their institutions continue to meet changing realities with wisdom, fairness, and effectiveness.
