Roper: Reclaiming troubled Minneapolis corner is a big test for the city

The corner of Nicollet Avenue and 19th Street provides plenty of ammunition for people who say Minneapolis has a serious crime problem.
"I'm not giving 19th and Nicollet back to these groups," MPD 5th Precinct Inspector Ryan Kelly told me this week.
The corner of 19th and Nicollet is surrounded by the Stevens Square neighborhood, which should be a model of urban living.
A drug store, hardware store, sandwich joint, thrift shop, dollar store — all gone.
While 19th and Nicollet is a small sliver of Minneapolis, its future is a litmus test for whether the city can restore order to known hubs of lawlessness.
