After the deputy continued past, the vehicle reportedly pulled back onto the road and traveled in the opposite direction. The deputy then initiated a traffic stop and identified the driver as Bell. The deputy reported smelling alcohol on Bell’s breath and observing that his eyes appeared glassy. The deputy reported that Bell was advised of his rights regarding chemical testing but refused to submit to the test.
