Historic Grand Av. building bulldozed to make way for $45M apartment complex

Grand Avenue in St. Paul will get another facelift as a $45 million apartment complex rises up at the corner of Victoria Street.
The old Victoria Crossing East building was torn down this week to make way for the six-story, market-rate apartments along the major retail thoroughfare.
Retail space will still anchor the first floor, with Juut Salonspa returning to the corner when it opens.
Developer Ari Parritz of Afton Park Development said he waited years to see his apartment project vision come to fruition in a historic pocket of St. Paul known for century-old brick buildings and quaint shops.
Parritz bought the property, which also housed Billy's on Grand and Paper Source, among others, in May 2025 for $3.55 million.
