The WRU's future operating model confirms three professional sides will remain: one based in the capital, one in west Wales and one in east Wales.
That leaves Swansea-based Ospreys and Llanelli-based Scarlets in a straight contest for the single west Wales licence.
Stability through to 2028 has already been secured after all four teams signed the same Professional Rugby Agreement 2025 (PRA25).
"We understand that there will be ongoing uncertainty until a final decision on the west Wales licence is made.
The decision marks one of the most significant structural changes in Welsh professional rugby since the introduction of the regional model more than two decades ago.
