The WRU's future operating model confirms three professional sides will remain: one based in the capital, one in west Wales and one in east Wales. That leaves Swansea-based Ospreys and Llanelli-based Scarlets in a straight contest for the single west Wales licence. Stability through to 2028 has already been secured after all four teams signed the same Professional Rugby Agreement 2025 (PRA25).
