It’s that the region doesn’t have an effective system for turning four councils’ plans into one coherent view of regional delivery. The four mayors and four chief executives of Wellington face a choice. They can jointly design a model that retains local representation while integrating the functions that would genuinely work better at regional scale. The question – the only question that remains – is whether Wellington’s mayors and chief executives are willing to use it.
