The previous iteration was adopted in 1990, and while it’s been amended many times, a new forest management plan has failed to garner approval. USFS forest supervisors notified the BIC that there would be no Travel Management Plan on the Wallowa-Whitman and Malheur national forests. Instead, the organization points to its guidance from 2025 on forest management in the area, where the organization has worked for decades.
