Hamas and the Palestinian factions will likewise complete the cessation of all military operations in accordance with the Sharm el-Sheikh Memorandum and the peace plan. Hamas and the other factions agree to hand over all civil and security governance functions in Gaza to the National Committee, in alignment with President Trump’s comprehensive peace plan for Gaza. Upon taking full responsibility in Gaza, the National Committee will ensure the continuity of civil institutions and public services. The National Committee shall assess and address legitimate commitments to suppliers, contractors, and other parties, not exceeding a total of $400m.
