We're not particularly good at enrolling patients into clinical trials, and paradoxically, our high standard of care means that fewer Americans are eager to participate.
In countries without that standard of care, clinical trials can actually be more attractive to patients.
So we have three buckets (APIs, clinical trials, and licensing deals) each with different needs, different levers, and different implications for national security.
