And they can lie to cover up human rights violations or other serious misconduct. Can, for example, a lie violate the state’s obligation to respect the human rights of affected individuals? In sum, states can lie not only to commit human rights violations, but can also do so before human rights bodies tasked with determining whether such violations occurred. I am not arguing that human rights bodies or activists must change their approach radically. Put differently, if human rights bodies avoid dealing with state lies and their consequences, they risk normalizing them.
