A 107-page final proposal is set to go before Whangārei District Council (WDC), Far North District Council (FNDC) and Northland Regional Council (NRC) next week.
Kaipara District Council (KDC) refused to support the plan.
That left Whangārei and Far North district councils to advance the plan, with the support of the regional council.
The two supporting district councils represent almost 176,000 people, or 86% of Northland's population.
Whangārei District Council is due to decide on ratifying the final decision on Monday, the Far North District Council on Tuesday and Northland Regional Council on Wednesday.
