One witness told officers he had seen Norton pointing a gun at cars and firing across four lanes of traffic. Norton allegedly told officers he owned the gun but did not fire it; he allegedly said the gun had been unloaded for more than a week. Officials say officers recovered four spent shell casings near the scene.
