UEFA announced the decision after an emergency meeting involving its 55 member associations, saying European football would not participate in FIFA competitions while the proposal remained under consideration.
“UEFA and its national associations will not participate in FIFA competitions,” the continental body said in a statement.
The deal is expected to raise about $20 billion, with investors gaining influence over future World Cup commercial and broadcasting rights.
The FIFA World Cup belongs to football and, as long as Europe has a voice, it will never be for sale,” UEFA said.
Concacaf reached a similar conclusion after a meeting involving presidents of its 41 member associations, members of its council and representatives on the FIFA Council.
