The proposal, filed on May 25, is focused on care for a young person with emotional and behavioural difficulties, learning disabilities, or social, emotional, and mental health needs. The decision notice reads: "The use of the property is not materially changing as it is still providing a residential use. The young resident will have their own bedroom and share access to communal living spaces, including the kitchen and living room. "The staff would look after the child in a similar arrangement to a family functioning as a single household."
