John Capers responded to a report of a sinking boat at the Umatilla Marina. According to the UPD, the owners of the boat were on the scene and rigged a rope system to provide better leverage. Once the bow was clear, they rounded up buckets from around the dock, and the owners began bailing water until the boat was floating safely once again.
