The Carroll City Council is again considering adjustments to the development agreement with Ziegler Caterpillar, as a lower-than-expected projected valuation for the project forced city officials back to the drawing board. During previous meetings, city officials have noted that Ziegler Carroll owns nearly 30 acres on the west side of Carroll, and the potential for future expansion is substantial. Ward 1 Councilwoman Deb Koster says the council needs to be aware of the precedent this agreement would set. The council voted 5-1, with Atherton casting the lone nay vote, to schedule the public hearing on the amended development agreement for the Aug. 10 council meeting. Following that public hearing, the council will consider the agreement’s approval.
