HANOI, Vietnam (AP) — The noise is everywhere in Hanoi.
As Vietnam pushes for double-digit economic growth, its capital is pursuing an ultramodern vision for the next 100 years.
The centerpiece is a $28 billion redevelopment along both banks of the silty Red River that runs through the city.
