Hundreds of migrants swam or scrambled over a breakwater from Morocco into the Spanish enclave of Ceuta on Thursday, adding to a surge that has brought more than 2,000 people into the tiny North African territory over the past week and overwhelmed local reception capacity.
While good weather typically brings a seasonal rise in sea crossings each summer, Ceuta authorities described the current volume of swimmers as unusual even by that standard.
Vivas pointed to a recent Spanish Supreme Court ruling, issued earlier this month, that established migrants arriving by sea cannot be immediately pushed back across the border without due process, unlike those who cross via land routes.
Vivas separately noted that migrants have died attempting the crossing in the past, with roughly 60 bodies spotted at sea over the last year.
Continued scrutiny of the Supreme Court ruling's practical effects on migrants processed after arriving by sea, along with any diplomatic response from Rabat, is likely as the situation in Ceuta develops.
