The refused application sought to turn the site of the former Clown Around in Birkenhead into four separate units. The site sits on the corner of Beckwith Street and Aspinall Street, near Birkenhead Park. The report says: "The proposed development would result in inadequate residential accommodation due to the failure of any proposed units to comply with Nationally Described Space Standards." The property, which currently sits vacant, was most recently a children's play area and has also previously been a vehicle repair business. In 2024, plans to turn the site into a convenience store were rejected after nearly 400 locals signed a petition against the plans.
