The draft EU Procurement Act leaked on 9 July 2026 overcomes lowest-price tendering, a long-standing demand made by UNI Europa and its social partners in property services. While welcoming these reforms, UNI Europa stresses two major concerns that must be resolved before any final text is adopted. For UNI Europa, companies with collective agreement must never be undercut by those without; they must be unequivocally privileged in the EU Procurement Act. The EU set a target of 80 per cent collective bargaining coverage across all member states with the EU Directive for Adequate Minimum Wages. UNI Europa cannot support a Regulation that does not clearly guarantee the promotion of collective bargaining and undermines national systems.
