There is an increasing gulf between grassroots support and legal possibility for the Digital Asset Market Clarity Act (CLARITY Act). Strong endorsements of the measure have come from law enforcement groups, especially the National Organization of Black Law Enforcement Executives (NOBLE). Even though law enforcement supports the bill, its legislative schedule is fast slipping. Galaxy Research and leading prediction markets have lowered the likelihood that the CLARITY Act will pass in 2026 to 30%, from 50–60% earlier this year. Intriguingly, the digital asset sector has absorbed the legislative slowdown with noticeable resilience.
