Asked whether the exchange reflected a cultural issue, Mr Barr on Monday said its content was appalling. "I don't believe it is a cultural issue that extends across the executive and nor do I believe it's a pattern of behaviour that continued beyond a particular individual. And I think it's important to note this reflects matters from six years ago," he said.
