Libya: Authorities must promptly implement the Structured Dialogue’s human rights recommendations

The human rights organisation calls on the Libyan authorities to implement them promptly.
Then, in December 2025, it launched the Structured Dialogue, which concluded in June 2026.
Members were divided into four tracks: (1) economy; (2) governance; (3) reconciliation and human rights; and (4) security.
“The authorities must seize this opportunity and live up to their commitments under international human rights law to protect and uphold human rights.”
Moreover, the ICJ deplores that the Structured Dialogue’s final report fails to mention, let alone recommend, the necessity of protecting migrants, refugees and asylum seekers’ human rights.
