Turning Point operates in Glasgow providing the only crisis centre with services for people with serious addiction problems. The service operates a 16-bed residential rehab centre from the premises in Tradeston, which is owned and rented out to the charity by City Property Glasgow, an arms-length company owned by Glasgow City Council. Govan Law Centre is acting on behalf of the client and said the landlord has “imposed” commercial rent terms on the charity, which it cannot afford and is putting services and lives at risk. The fact that City Property is an arm’s length external organisation (ALEO) of Glasgow City Council does not exempt it from public law duties. “Many charities have faced similar commercial practices from Glasgow City Council and City Property and are now sadly threatened with closure in Scotland.
