CASTLETON-ON-HUDSON, N.Y. (WCAX) – Heavy rain caused flooding that closed several roads in the Albany, N.Y., region on Wednesday. A mill collapsed amid raging floodwaters in Castleton-on-Hudson. Video showed rising floodwaters shredding the structure before carrying the debris away. Castleton-on-Hudson declared a state of emergency due to the flooding. Some communities in the Hudson Valley and Capital Region saw several inches of rain with localized totals approaching 8 to 10 inches.
