Powys County Council’s domiciliary support service, which helps adults live independently in their own homes, received the highest possible marks from Care Inspectorate Wales (CIW) in an inspection.
The service was commended as "excellent" in all areas, including well-being, care and support, and leadership and management.
Councillor Pete Roberts, cabinet member for a caring Powys, said: "This is a truly outstanding achievement and one that everyone involved with the service should be incredibly proud of.
Inspectors noted that people receiving care enjoy strong well-being outcomes thanks to the service’s person-centred support, which helps them remain independent and connected to their communities.
Despite these challenges, CIW found the service to be well-led and governed, with a culture rooted in respect, dignity, and inclusion.
