Broad-Based Black Economic Empowerment (BB-BEE) has stalled since 2020, according to the Research Report on South Africa’s Transformation Landscape (2013–2023). This measures black ownership and economic interest in an enterprise, and is worth up to 25 points on the BB-BEE scorecard. The fundamental objective of the Act was to advance economic transformation and enhance the economic participation of black people in the South African economy. When asked why black economic empowerment has stalled since 2020, Matona said it was in large part due to a stagnant economy and the Covid-19 lockdown.
