The key issue at the first stage appears to be whether the land now qualifies as grey belt rather than green belt under the latest planning rules. The document added: “The site does not form part of the setting of a historic town or make a considerable contribution to the special character of a historic town.” It also pointed to the lack of a five-year housing land supply in Three Rivers as a reason for approval.
