It would fund bike lanes, greenways, recreation space, and two grocery stores in west Charlotte. The $4.3 billion toll lane project would run from south of uptown Charlotte to the South Carolina border. The state would include benefits requirements in its contract with the private company chosen to build the toll lanes. If the DOT were building the toll lanes on its own, it wouldn't be able to spend money to help build grocery stores. State law requires 90 days notice before a project is removed from the State Transportation Improvement Program list.
