CHILLICOTHE, Ohio — The Chillicothe Police Department has promoted Officer Christopher McGowan to the rank of sergeant, the department announced in a Facebook post. Christopher McGowan. He currently holds the title of RED Team Cadre and Region 7 Training Coordinator for the Ohio Tactical Officers Association, a statewide organization that trains and certifies tactical officers across Ohio.
