Declaration of Independence was found when a volunteer, Michael Scurr, was cataloging Royal Navy captains’ papers in the The National Archives in England, according to a BBC story. Thomas Fitzherbert‘s papers, and described as “another paper,” believe it or not. The volunteer mentioned “feeling butterflies in his stomach” when he opened up the paper.
