BALTIMORE — Heavy rain on Tuesday caused flash flooding along South Caroline Street in Fells Point, leaving residents dealing with water damage and calling for solutions to ongoing drainage problems. Debbie Gross, another Fells Point resident, expressed frustration with the city’s handling of the issue. Flooding in Fells Point is also addressed in the City’s 2020 Nuisance Flood Plan, which identifies strategies to reduce impacts in vulnerable areas. Fells Point is a low-lying waterfront neighborhood that has experienced tidal and storm-related flooding for generations. While DPW upgrades infrastructure whenever possible, replacing the entire storm drainage system would cost more than $6 billion.
