The proposed Viksit Bharat Shiksha Adhishthan Bill, 2025, marks one of the most ambitious attempts to restructure India's higher education regulatory architecture since Independence.
But, the proposed Bill appears to disturb this balance by concentrating regulatory authority within a centrally constituted institutional framework.
Such centralisation may fall within Parliament's legislative competence, particularly in matters concerning standards of higher education under Entry 66 of List I.
The governing body of the proposed regulatory authority should include substantial representation from State governments and State universities.
Higher education, perhaps more than any other public institution, must reflect the aspirations, histories, and priorities of the communities it serves.
