Misconduct proceedings arose from a personal relationship the officer maintained during 2022 and 2023, which became the subject of a criminal investigation.
ACC Morris said: "Police officers are entrusted with upholding the law and maintaining the highest standards of professional behaviour.
"The panel found that the officer knowingly breached those conditions on a number of occasions and, in doing so, undermined the standards expected of a serving police officer.
"The public rightly expect officers to act with integrity and to respect the same legal restrictions they are responsible for enforcing.
"Where an officer’s actions fall so far below those standards, and risk damaging public confidence in policing, robust action will be taken."
