The U.S. Department of Commerce (Commerce) determines that steel concrete reinforcing bar (rebar) from Bulgaria are being, or are likely to be, sold in the United States at less than fair value (LTFV) during the period of investigation (POI) April 1, 2024, through March 31, 2025. Specifically, we conducted on-site verifications of the sales and cost information submitted by Promet Steel JSC (Promet) for use in the final determination. In this final determination, Commerce calculated an estimated weighted-average dumping margin for Promet that is not zero, de minimis, or based entirely on facts otherwise available. Notification to Interested PartiesThis final determination is issued and published in accordance with sections 735(d) and 777(i) of the Act, and 19 CFR 351.210(c). The subject merchandise is classifiable in the Harmonized Tariff Schedule of the United States (HTSUS) primarily under item numbers 7213.10.0000, 7214.20.0000, and 7228.30.8010.
