"Tonks" is a derogatory term US Border Patrol agents have used, reportedly derived from the sound a heavy item like a flashlight makes when they strike a migrant's skull. Confessed one ICE agent: ""We're [still] doing the same thing [as "Operation at Large"] just with a different name."
