Rivers State Governor Siminalayi Fubara on Wednesday, July 29, 2026, swore in 12 permanent secretaries and asked them to improve the effectiveness of the state civil service. The ceremony was held at Government House in Port Harcourt, the capital of Rivers State in southern Nigeria. Okay News reports that the new permanent secretaries are Freddy Ndigbara, Fortune Akpila, Promise Oguzie, Ibisoye Lolomari Nwankwo, Ibiyemiebara Joseph Uzoma, Mercy Dagogo Iboroma, Wachukwu Vincent Worgu, Ifeanyi Anthony Ogboma, Mina Gogo Jim-Jaja, Henry Uzor, Chimemum Mpi and Mina Ikuru. The governor said permanent secretaries occupy the highest managerial level of the civil service and are responsible for the administration of the ministries to which they are assigned. So, I believe that your coming on board will bring changes and effectiveness to the system,”The appointments concern the professional civil service and come months after Fubara dissolved the Rivers State Executive Council in February.
