NITDA Sets Software Quality Rules for Government Systems

Nigeria’s National Information Technology Development Agency (NITDA) launched a national Software Quality Assurance Framework on Wednesday, July 29, 2026, requiring government software projects to undergo independent testing and certification before deployment.
The framework combines the National Software Development Guideline, the National Software Testing Guideline and the Software Testing Organisations Licensing Guideline.
The testing guideline sets pre-deployment checks covering functionality, cybersecurity, performance under peak demand and interoperability.
The licensing guideline establishes a system for accrediting independent Licensed Software Testing Organisations to evaluate and certify software before it is deployed.
Before then, NITDA plans nationwide stakeholder sessions, capacity-building programmes and the accreditation of software testing organisations.
