The hotel is "temporarily closed" and has previously been listed on the market for upwards of £300,000.
The council's Economic Development department said its conversion could "adversely affect the visitor economy, accommodation capacity and tourism employment opportunities".
It said the hotel must demonstrate how its current use as a hotel was "no longer viable" before granting approval.
The department said: "Economic Development has concerns regarding the loss of visitor accommodation in Llandudno.
"Given the importance of the visitor economy to Llandudno, it is important that the Council is satisfied that the continued use of the property as visitor accommodation is no longer viable before permitting its loss to residential use."
